Harry Potter and the Order of the Phoenix Question?

I don't own the book and this is REALLY killing me. I can't remember anything about the Percy and Ron owl interaction. Percy apparently sent Ron an owl about the twins and their shenanigans? An explanation/elaboration would be WONDERFUL! Thanks in advance!
