Is it okay for my dad to hit me when he is mad? Im 16?

I was holding my phone and he came into the room and told me i use my phone too much. I raised my voice slightly and said that i barerly had even used it that day. He walked over and hit me in the face twice onn each side really hard... is he just being a father trying to disipline me or he abusive? He usually is never like this and works hard to support his family but i just dont know what to make out of all this. help...
