Is it to late to talk to her and ask her out?

i have liked this girl since the beginning of the school year, and she knows from the begining of the school year, i have only smiled and i gave her a red rose onn feb...14 also shes very shy, we have only smiled at each other once, we just look at each other. she made a facebook account and she has added some of my friends, she doesnt even talk to my friends. i sent her a reguest already on monday or tuesday but she hasnt acceptted my reguest. thanks for your help!
