Red itchy bumps onn chest?

Every summer i get the red itchy bumps on my chest and usually upper back. I have very sensitive skin (im a RED head). I think its an allergic reaction but to what the sun? I wake up at home and cannot breath threw my nose, and i sneeze all day.So i believe that it is all connect by allergies but nothing i take helps stop or get rid of the bumps! Didn't have any of these problems in FL, came home to TN and they hit me HARD!!!
